YOU CAN HELP END THE TORTURE OF SOLITARY CONFINEMENT IN NEW YORK’S PRISONS AND JAILS!

NOW IS A CRITICAL TIME IN THE FIGHT AGAINST SOLITARY CONFINEMENT IN NEW YORK!

Emergency Rallies Due to COVID-19 Outbreak at Elmira Prison!

There has been a massive COVID-19 outbreak at Elmira Correctional Facility (as well as multiple other prisons in NY). Roughly 25% of the people incarcerated at Elmira Prison have tested positive, making it the single largest outbreak in the state. In response, we are joining RAPP, CCA, VOCAL, New Hour, Free the People ROC, and others for a set of emergency rallies on Tuesday, October 27, at 11 am:

  • Outside Elmira Correctional (1879 Davis Street, Elmira, NY)
  • Outside Governor Cuomo’s NYC Office (633 3rd Ave.)
  • Outside Senator Kaminsky’s office in Long Island (55 Front Street)
  • Outside the state Capitol in Albany (Washington Ave. and Hawk St.).

If you can’t make the in-person rallies, register for the Zoom here.

Collectively, we will demand that the Governor and the legislature take immediate action to save lives, including granting immediate clemency for all medically vulnerable incarcerated people, the release of people within a year of their sentence or incarcerated on technical parole violations, improved healthcare, testing and transparency, universal access to daily communication with families, and the passage of Elder Parole, Fair & Timely Parole, and the Humane Alternatives to Long-Term (HALT) Solitary Confinement Act.

CALL and POST to #HALTsolitary and Dismantle Entire Racist Incarceration System!

It has been one year since Layleen Polanco died in solitary. Five years since Kalief Browder died because of solitary. Five and a half years since Ben van Zandt died in solitary. Yet, the New York State legislature still has done nothing to end this torture. Instead, their rollbacks to bail reform will go into effect today, and they continue to allow elders to languish and die in prison, and the police and ICE to harass and round up Black and Brown people, including trans people and people from immigrant communities. Call and Tweet today to demand NY’s political leaders dismantle this racist and horrific system rather than expand it.

  • Senate Majority Leader Stewart-Cousins: 518-455-2585, @AndreaSCousins
  • Assembly Speaker Heastie: 518-455-3791, @CarlHeastie

“It has been over a year since Layleen Polanco died in solitary confinement, five years since Kalief Browder died in solitary, and five and a half years since Ben van Zandt died in solitary. Meanwhile, your bail rollbacks are going into effect, elders are languishing and dying in prison, and the police and ICE continue to harass and round up Black and Brown people, including trans people and people from immigrant communities. Amidst the mass uprising against racist state violence, you must be dismantling this system and not expanding it. Please reconvene session remotely ASAP & pass the HALT Solitary Confinement Act, as well as Elder Parole, Fair & Timely Parole, the repeal of the #WalkingWhileTrans ban, Protect Our Courts, undo the bail reform rollbacks, and more.”

CALL SCRIPT: “We need you now more than ever to demand that the legislative leadership brings the HALT Solitary Confinement Act to a vote, along with undoing bail rollbacks, Elder Parole, Fair & Timely Parole, the repeal of the #WalkingWhileTrans ban, Protect Our Courts, and more. It has been over a year since Layleen Polanco died in solitary confinement, five years since Kalief Browder died in solitary, and five and a half years since Ben van Zandt died in solitary. Amidst the mass uprising against racist state violence, you must be dismantling this system and not expanding it. Please tell leadership that passing HALT and these other bills are a top priority.”

  • Governor Cuomo: 518-474-8390

CALL SCRIPT: “To save lives & stop the spread of COVID-19, you must immediately undo your bail rollbacks, grant clemency to thousands of people, and end solitary confinement. You must also back the passage of the HALT Solitary Confinement Act, Elder Parole, Fair & Timely Parole, the repeal of the #WalkingWhileTrans ban, Protect Our Courts, and more.”

Monday, May 25 to Saturday, June 6 Honoring Kalief Browder: Please join us and share widely this flyer for three events on the five year anniversary of the passing of Kalief Browder. We are joining to support and partner with Akeem Browder and the Kalief Browder Foundation.

After years of organizing and advocacy, the Humane Alternatives to Long-Term (HALT) Solitary Confinement Act has enough committed votes to pass in both the New York State Assembly and the Senate. But pressure is still needed on legislative leadership to bring the bill to the floor for vote, and on Governor Andrew Cuomo to sign the bill (which he has not yet made a commitment to do).

The HALT Solitary Confinement Act would place strict limits on the use of solitary in state prisons and local jails; ban it altogether for youth, elderly, pregnant and nursing mothers, people with mental illness and cognitive disabilities, and other vulnerable groups; and create safe, humane, and effective alternatives.

THE TIME TO ACT IS NOW! Here’s how you can help:

Make the below calls to demand that the New York Senate and Assembly immediately reconvene remotely and pass the HALT Solitary Confinement Act, Elder Parole, Fair & Timely Parole and other urgently needed bills.

  • Senate Majority Leader Stewart-Cousins: 518-455-2585
  • Assembly Speaker Heastie: 518-455-3791
  • Your Own Senate & Assembly Reps (find at openstates.org)

Please reconvene session remotely ASAP & pass the HALT Solitary Confinement Act, Elder Parole, Fair & Timely Parole, and other urgent bills. Thousands of New Yorkers are suffering in solitary – for months, years, & decades. HALT (S1623/A2500) has majority support; it must be brought to a vote now!  Also, Elder Parole (S2144/A9040) & Fair & Timely Parole (S497A/A4346A) must urgently be passed now more than ever to save lives & stop the spread of COVID-19.”

  • Governor Cuomo: 518-474-8390

“You must grant clemency to thousands of people to save lives & stop the spread of COVID-19. You must also end solitary confinement immediately and back the passage of the HALT Solitary Confinement Act.”

Make a video for HALT: Use your phone to make a short video of yourself (30 seconds to 1 minute) (ideally wearing a HALT shirt if you have one) talking about your connection to solitary and incarceration, and why it is so important and urgent for New York’s legislative leaders to continue the legislative session remotely ASAP and to immediately bring HALT (and other urgent bills like Elder Parole) to a vote immediately. We would love to have as many videos as possible.

  1. If you have your own twitter or other social media platforms please post your video there and then send a link of your post to caicadvocacyday@gmail.com so we can re-post.
  2. If you don’t have your own social media, please just email the video to caicadvocacyday@gmail.com.

  3. Please see Roger’s and Jerome’s powerful videos as an example. Please note that these videos were created at an earlier time before the budget passed and the session adjourned. It would be great for people making videos to demand that the legislature immediately continue the legislative session remotely and pass HALT, Elder Parole, Fair & Timely Parole, and more now!

♦ TWEET TO ELECTED OFFICIALS: Dear @NYGovCuomo @AndreaSCousins @CarlHeastie: I support the HALT Solitary Confinement Act because . . . NY must end this torture now. #HALTsolitary @HALTsolitary.
